Our Story
Lexford Group was founded in Tashkent by a team of legal professionals, policy experts, and educators who saw a gap in the market: foreign companies wanted to enter Uzbekistan, but there was no single partner that could handle everything — from registration and legal compliance to staffing and logistics.
Our founding team brings a combined 30+ years of experience spanning judicial service, legislative development, government advisory, prosecutorial practice, international development projects, and legal academia. We have authored textbooks adopted by national universities, contributed to the modernization of Uzbekistan's Criminal Procedure Code, and advised on regulatory frameworks for banking, taxation, and NGO governance.
Since 2022, we have helped more than 30 foreign and local companies establish and operate businesses in Uzbekistan. Our clients work in heavy industry, IT and telecommunications, construction, infrastructure, and professional services — and they choose us because we deliver end-to-end support that lets them focus on growth while we handle the complexity of the local environment.

Muhammadjon Tursunov
Co-Founder & Director
Muhammadjon is a constitutional law specialist and legal educator with practical court experience at both district and city levels. Holding a Master's degree in International Arbitration and Dispute Resolution from TSUL, he has served as a judge's assistant, university tutor mentoring 400+ students, and a lecturer in constitutional and parliamentary law. He has contributed to policy consultations with the Ministry of Justice, founded the “Huquqchi Onlayn” legal consultation platform, and leads partnerships with regional justice departments to advance legal literacy across Uzbekistan.
Behruz Shamsutdinov
Co-Founder & Senior Counsel
Behruz brings extensive experience in criminal law, prosecutorial practice, and legal education. A graduate of Tashkent State University of Law and Penn State University (LL.M.), he has served as an interrogator at the General Prosecutor's Office, a lecturer at TSUL, and has led the Center for Legal Initiatives and Innovations. He currently heads the Digital Law Education Department at TSUL and has contributed to World Bank–funded institutional development projects, Erasmus+ academic partnerships, and the creation of Uzbekistan's leading legal literacy platform serving 6,000+ users.
Sunnatjon Makhmudov
Co-Founder & Senior Legal Counsel
Sunnatjon is a seasoned legal professional specializing in commercial law, contract negotiations, and regulatory compliance. With extensive experience advising both foreign and domestic companies on complex legal matters in Uzbekistan, he brings a practical, solutions-oriented approach to every engagement. His expertise spans corporate structuring, investment law, and cross-border transactions, making him a trusted advisor for international businesses navigating Uzbekistan's evolving legal landscape. Sunnatjon plays a key role in managing client relationships and ensuring seamless service delivery across all of Lexford Group's practice areas.
